Which is best ? Bali or Philippines?

I m planning to visit bali or philippines for 2 days. Still I didnt prefer whether to visit bali or philippines. Could some one please tell me which is the best and safest place to visit?... And also tel me the places to be visited in the prefered country and where to stay. Thanks in advance
