I am a new student attending cles(English as second language) in local college.?

I studied 8 semesters in Mexico toward a degree that I did not finish, I am attending ESL cles as full time student, but I was informed by the financial counselor that I don't qualify for fafsa aid, because the studies that I had in Mexico, I never got a degree and my English is limited, that is why I am taking English as second language cles, what can I do to obtain the financial aid that I need?
