How come women seem to avoid me? Ignore me?

I'm a 17 year old Puerto Rican man. I'm not a stunning 10, but I'm not the hunchback of Notredame either. Girls tell me I have pretty eyes (they change colors between blue, green, and gray) I get remarks a lot about how nice I look, how fresh I look, my fresh haircut (from both girls and guys) But when I go to ask a girl out or something, they seem to ignore me, push it aside, or try and disappear. The Rejection actually doesn't hurt anymore. I take Karate and MMA so I have a healthy build on me (I'm no Arnold Schwarzenegger, but I think I'm leading into too much detail) I also get compliments on my voice (yeah I don't get it either). Why so many compliments from so many people (friends, family, and strangers alike) and no actual results? I sometimes try my best to look my best, although I'm starting to recede into just "Bumming it" occasionally, might turn to all the time soon... The only thing I can think of is my height, I'm a meagre 5'5. But then again most people I know are mostly around 5'2 to 5'8, I'm in the middle. Whats with all the rejections? Any relations I do get into usually only last for (and unlike others, I'm not a kid that only goes after girls for )
